Textile industry leaders in the Dominican Republic are starting to raise concerns that the Earned Import Allowance Program (EIAP) is losing its effectiveness. Industry insiders point out that while U.S. imports of woven cotton bottoms under the program nearly tripled between 2014 and 2015, the value was less than 25% of the US$33.1 million earned in 2010. The EIAP is a provision of the CAFTA-DR measure which allows certain textile and apparel products from the Dominican Republic to enter the United States duty free. (Fibre2Fashion)
